Victorian EPA Reporting Options

To assist Victorian customers with their reporting obligation to the state government a regulatory reporting data pack is available to Victorian customers. This data pack includes data classifications categories for categorising transactions that match the governments reporting requirements. Along with the categories this data pack includes some reporting options to assist with the EPA reporting obligations.

The following are reporting options that have been made available to all Victorian customers through the naus Facility Management product as part of the Data Export feature.

Within the Data Export feature the following Reports will be available.

  • VIC EPA Regulatory Data Audit Report
  • VIC EPA Levy Statement
  • VIC EPA Levy Statement with Storage Location
  • VIC EPA Mass Balance Report

VIC EPA Regulatory Data Audit Report

This report is a detailed extract of all transactions that are effective for the set period of time. It includes basic details of each transaction and transactions items, along with the additional regulatory reporting categories that were captured against the transaction based on the setup of the master data.

This report should be used to validate all transactional data before running any of the other report options. The report will identify which scenario a transaction matches. If it does not match a scenario is will be presented as invalid and the transaction would need to be corrected allow it to be reported.

The data presented in this report forms the basis for the additional reports listed below. It should be possible to generate the below reports just using this report but to assist in the aggregation of the data the Levy Statement and Mass Balance reports will present the data for easy submission to the state government.

VIC EPA Levy Statement

This report will aggregate tonnes from the data based on the reporting quarter, site, direction and waste category. It is designed to assist in the levy return statement. When generating the export the reporting quarter can be specified as shown below  

Only records that appear as reportable in the Data Audit report will be used in this report. Invalid scenario records will be included in this report so its important to ensure all reportable records are valid before running this report.

VIC EPA Levy Statement with Storage Location

This report is similar to the above report but includes the onsite location used in the inbound or outbound transaction. This can be used in conjunction with specific location management practices to keep track of outbound waste movements for material that arrived on site during the previous reporting period.

To allow this reporting option to work the destination location for products would need to be changed at the beginning of each reporting quarter and then any outbound movements would be sourced from the original location until all material had been removed.

VIC EPA Mass Balance Report

This report is used to populate the Mass Balance report template provided by the Victorian state government. The data is presented in away that should allow for the specific cells to be selected in Excel and then copy and pasted into the data collection section of the Mass Balance report.

This report will only included transactions that are marked as reportable in the Audit Data report all other records are presented.

Data Fields Provided

MatFlow

This data for this field will be derived from a combination of the transaction direction and the source use codes.



Waste-In = Any transaction where:

  • The source location is external.

    The source location source use code is Transfer Station and destination source used code is no Transfer Station (ignore internal movements within transfer station)



    Waste-Out = Any transaction where the source is onsite, with a source use code of INTERNAL SOURCE, the destination is external and the levy rate = ‘Allowable rebate



    Temporary Storage (material won onsite) = Any transaction where both the source and destination location are on site and the source locations source use code is TSWON.



    Temporary Storage = Any transaction where the destination location is off site and waste fate or resource recovery and the levy rate ≠ ‘Allowable rebate claim’



  • Waste Category

    This is sourced from the Waste Stream for the transaction item.



    Any transaction with a Waste Category of NA will not be reported.



    Note : C&I and C&D are consolidated to Industry.

    Mass Determination

    Onsite weight = Any transaction with a Gross and Tare and there is no manual weight event where the code is OFFSITE.



    Offsite weight = Any transaction with a Gross and Tare and both weights are manual and there is a manual weight event with a code of OFFSITE.



    Conversion factor = Any transaction without a gross and tare. (ie non weighed transactions)


    Mass (tonnes)

    This value is an aggregation of the NetKG value of the transaction item converted to tonnes.

    Levy Rate

    This is sourced from the Waste Class for the transaction item.



    Note: C&I and C&D are consolidated to IND.

    Waste Fate

    This is sourced from the Destination Use for the destination location of the transaction item.

    Destination

    This is sourced from the LGA for the destination location of the transaction item.



    Only outbound transactions will present data for this field.

    Further information

    The destination location notes will be used when the waste movement is outbound.

    Waste Material Type

    This is sourced from the Material Composition for the transaction item.



    Only outbound transactions will present data for this field.

    Operational use type

    This is sourced from the first Levy Exemption even recorded against the transaction.



    Only inbound and internal movement transactions will present data for this field.

    Activity description

    This is source from the notes for the levy exemption event used to define the operational use type in column J.



    Only inbound and internal movement transactions will present data for this field.

    Description of operational use or planned use for levied wastes

    The destination location notes will be used when the waste movement is inbound or internal and there is a levy exemption event recorded as per column J.
