TAS NRE Reporting

Mandalay provides 2 exports to assist in report to the Tasmanian state government. These exports are available through Facility Management Data Exports.

TAS EPA Movement Report

This export is used to present all transactions recorded at your facility and provide a validation to ensure they are able to be used for reporting to NRE. This should be the first export run before the Monthly Levy Return report is used to generate the data for the submission to the NRE.

Each record will include a Is Valid and Is Reportable. Only records that have true for both of these values will appear in the Monthly Levy Return. Where a record is marked as IsValid = False the Validation field will present the issue that it has detected.

When an issue has been identified the related master data categorisation should be corrected and the affected transactions replaced. This will then trigger an update to the classification of the record. Rerunning the export will then present the new version of the record with the corrected data.

The data produced by this export conforms to the "Landfill movement record - Approved form" specification detailed in Section 2 of the Data Recording  & Reporting for  Landfill  Facilities Guidelines. The NRE don't require this data to be submitted but is available if the regulator asks for the details when performing an audit.

Validations

The following validation errors will be reported when data is not setup correctly.

  • Not Reportable - This appears when the Source Stream is set to NA
  • Missing EPA Site ID from transaction - This means either the destination location for inbound or the source location for outbound is missing a valid use code.
  • Missing key regulatory classifications (check data) - This means either the Source Stream, Source Use, Destination Use or Material Type is missing.
  • Is deemed weight but missing density - This means the vehicle was not weighed and the record doesn't have sufficient data to determine the deemed weight.
  • Internal movement contract is required for transfers between facilities on the same site - This means an internal movement has been recorded between to facilities on the same site but an Internal Movement contract was not provided. Please see this article on how to record internal movements between facilities on the same site.
  • Valid - There is no issues with the data and it will appear in the Monthly Levy Return report.

TAS EPA Monthly Levy Return

NRE will provide each facility with a template that is used to report you Monthly Levy return. Depending on if the facility is a landfill or transactions station there will be 3 sections to be populated.

Facility Waste Categories (Landfill and Transfer Station)

This section is for reporting the tonnes in and out for the the different material types. The value recorded in the Class field will be based on the Waste Material Type and Source Stream you define for your products. NRE has a specific list of values they are expecting to be reported for each facility.

NOTE: If you are new to Mandalay you may need to contact NRE and advise them that you are moving to Mandalay and will now be reporting against our standard data set.

Excluded Waste Matter (Landfill Only)

This section is for waste that is considered as exuded. To have your products appear in this section you should make sure to add the applicable Levy Exemption to your product. See this article for more details.

Exempted Waste Matter (Landfill Only)

Where a facility has specific approval for taking exempt waste matter the details will need to be entered here. To have data recorded in this section a customer Levy Exemption should be created with the Exemption No set as the default code.

Using Data Export

The TAS EPA Monthly Levy Return Data Export will aggregate the data to allow you to report in the above 3 sections. The export is divided into 4 sections and each will help with reporting to the NRE.

Section 1 - Source Stream

This section is not required for the submission to the NRE but is provided as a reference on the total amount of waste for each source stream type.

Section 2 - Waste Categories

This section will be available for all movements that are not considered excluded or exempt waste movements and is required for both Landfill and Transfer Station facilities.

To simplify the process of entering this data into your submission templates its possible to copy the data from the last 3 columns directly into the template provided by the NRE.

NOTE: The standard template provided by the NRE has the Class data pre-populated. In order to report using Mandalay's reporting process you will need to request a template without the Class data pre-populated.

Select this section of data and copy to the clip board.

Paste the selected data into the template, making sure to only paste the values and not the formatting.

Section 3 - Excluded

If you facility processes excluded waste and you have linked your products to the appropriate levy exemption then you will see the movement data for these transactions here. Its not possible to directly copy this data and will just need to be manually transposed into the template.

Section 4 - Exempt

If you have waste that is covered by an Exemption number then and aggregation against this data will appear in this section. As with the excluded waste the data will need to be manually transposed against the relevant exemption no.

Locate the exempt data

Enter the exemption number and the amount of tonnes received.
