How do my transactions in CS get reported in the QWDS 2019 Summary Report

The submission process for customers in QLD currently requires the submission of a summary of the waste received as a registered Landfill, including any waste to a registered RRA at the site. This summary is taken from all transactional information recorded during the submission month.

The naus Regulatory Management application provides a summarised view of all transaction recorded in Mandalay CS where the Date Out of the transaction falls within the submission period. The following article explains how each section of the generated summary is derived from the regulatory data applied to a transaction.

Incoming Waste

The following is an example of the incoming waste section of the summary return generated in the naus Regulatory Management application.

Tonnes Received

This column reports the net weight or the deemed weight for a transaction . It covers all transactions that have any of the following Waste Source Codes.

  • LZ -Levy Zone
  • NLZ - Non Levy Zone
  • OI - Interstate

and any of the following Waste Destination Codes

  • DLF - Disposed to Landfill
  • RRA - Declared resource recovery area

For facilities that include an RRA this value will generally be higher than the Tonnes to Levyable part of site value.

Tonnes to Levyable part of site

This column reports the net weight or the deemed weight for a transaction. It covers all transactions that have any of the following Waste Source Codes.

  • LZ -Levy Zone
  • NLZ - Non Levy Zone
  • OI - Interstate
  • RRA - Declared resource recovery area

and any of the following Waste Destination Codes

  • DLF - Disposed to Landfill

This section reports all the waste that went to landfill. If you see a value in this column that is higher than the Tonnes received then there may be some problems with the classification of your transactions and further investigation will be required.

Waste Classes

Each of the first 7 rows in this section represents the following waste classes where an exemption has not been recorded.

  • Construction and Demolition
  • Commercial and Industrial
  • Contaminated soil with disposal permit
  • Municipal solid waste
  • Residue waste from recycling activities with approved discounts
  • Regulated Waste – Category 1
  • Regulated Waste – Category 2

Any waste that has an exemption applied to it will be reported in either of the last 2 sections. Separated by the type of exemptions, General (EXGEN) or Approved (EXAPP).

Source of Incoming Waste

This section will report any waste received at the facility where the waste source code is either of the following:

  • LZ -Levy Zone
  • NLZ - Non Levy Zone
  • OI - Interstate

Any Non Waste (NW) transactions will be excluded from tonnes reported in this section.

Waste movements to levyable part of site

The first line in this reporting section relates to all waste transaction that have waste destination of Disposed to Landfill (onsite) - DLF and a waste source of either:

  • LZ -Levy Zone
  • NLZ - Non Levy Zone
  • OI - Interstate

The second line in this reporting sections relates to all non exempt waste that have a waste source of Resource Recovery Area (RRAn) and a waste destination code of Disposed to Landfill (DLF).

Any Non Waste (NW) transactions will be excluded from tonnes reported in this section.

Non-levyable waste movements on site

All tonnes reported in this section are not subject to the levy.

Waste Direct to RRA

The first line of this sections relates to waste that has a waste destination of Resource Recovery Area (RRAn) and the waste destination is either of the following:

  • LZ -Levy Zone
  • NLZ - Non Levy Zone
  • OI - Interstate

Removed from RRA - Recycle, ReUse, Off Site Disposal

The second line reports on waste that where the waste source is Resource Recovery Area (RRAn) and the waste destination is either of the following:

  • OD - Off site disposal
  • ORP - Off site MRF/recycler/processor
  • ORS – Off site sale
  • OTH – Off site - other

On site Operational Use

The third line relates to waste that is exempt for operational purposes and must have an exemption code that ends in OSOP. The waste destination will be Disposed to Landfill (DLF) and the waste source is either of the following:

  • LZ -Levy Zone
  • NLZ - Non Levy Zone
  • OI - Interstate
  • RRAn - Resource Recovery Area

Ticket Corrections

If a transaction is canceled or replaced from a submission period or a new transaction back dated into a submission period and the period has already been submitted to DES. After this the summary report for that period will be updated to reflect the changes. This does not occur as soon as the transaction is recorded but will be changed once the next submission has been processed. This will mean the previous summary return will need to be resubmitted.

Reported Tonnes

The tonnes reported in this report will either be the total net weight for the transactions e.g Gross minus Tare or if this does not exist then the deemed weight as defined in the weight conversion table (Appendix E of the DES Detailed Data File Specification) will be reported.
