How do I implement the TAS EPA data pack for Waste Levy reporting?

The state government of Tasmania has a requirement that certain waste facility operators provide a monthly levy report (see here for the publication of the guidelines)

This report is required to show movement of waste into the site and out of the site.

The government will issue a bespoke template for each waste facility that is required to report the monthly levy. This template will require the facility to report against each of the waste types and waste stream class as tonnages in and tonnages out.

Some facilities may be required to report on excluded and exempt waste matter.

The data pack that Mandalay provides is designed to assist with entry of data into this spread sheet and the submission of the monthly levy return. The data pack comprises a set of data categories and events that can be applied to various master data elements. When a transaction is recorded the data categories will then be applied to the transaction. Reports can then be run against a transactions to determine the correct classification of the data.

The TAS EPA data pack will comprise the following data categories:

  • Source Stream
  • Source Code
  • Density (used for deemed weight calculations)
  • Destination Code
  • Waste Material Type
  • Vehicle Type
  • Deemed Weight Conversion
  • Excluded Waste Classification

Reporting will be provided to allow:

  • Auditing of the data captured against each transaction in the format of the Landfill Movement record. (See section 2 of the guidelines)
  • Levy Monthly Return

Applying a Category

The data pack categories provided can be applied to either a product, location, vehicle or client to all the correct reporting data to be provided.

There are 2 types of categories available:

  1. Data Category
  2. Levy Exemption Events

Locations

Some of the data categories will need to be applied to a location. Its also possible to assign an Operational Use Type event to a locations to ensure a movement is classified for operational use.

  1. When a location is being used for outbound material from an operating facility or for inbound material from another licensed facility the name of the local facility or external facility can be selected from the provided list of name and codes. (If you don't find your facility or an other external facility in this list then please contact Mandalay to have the list updated.)
  2. When a location is being used for inbound material into a licensed facility the site or as a destination for outbound loads that go to an external location.

The location data is used in the Movement Record audit report and also to allow for reporting against separate licensed facilities at the one site.

Products

For a product the data categories are applied using the manage favorites button. From here the Source Stream and Waste Material type are defined for each product. Additionally if a weighbridge is not being used then the Density used for reporting deemed weights can also be added.

To add a data category, select it from the left list and then press the add button (or double click) to move it to the right.

Note: It is possible to add more than one option to the right list but unless this field is mandatory, and would therefore require the operator to select, it is advisable to only ever have one option applied to a production. This may require the creations of an additional product if it could be classified as either.

Its also possible to apply an exemption against a product. This is used to determine excluded waste where applicable or specific exemption codes as issued by the state regulator.

Vehicles

To allow for the correct calculation of the NREs deeming weights a vehicle type will be required to be applied to a vehicle. The vehicle type can be applied to a specific vehicle record or where applicable against a the vehicle configurations. Setting the vehicle type against the vehicle configuration will allow for larger trucks that might be operating as truck body only one day then truck and dog another or for managing different skip bin sizes. See the Vehicle Configuration tab for applying vehicles types to the configuration options. If the vehicle configuration selected doesn't have a vehicle type then the vehicle vehicle type will be used.

Data Pack Categories

Below is an explanation of each of the data categories available as part of the TAS EPA data pack and how they will be reported. Mandalay provides these data elements for you to assign as required to your data elements, but can not provide direct advise on how your waste movements should be categorised. Where possible we will identify what may not be a valid reporting scenario using the data export reports.

Source Stream

The Waste Stream is used to specify the type of waste being moved into a waste facility.. The data pack provides the following data options:

MSW Municipal Waste (MSW)
MIX Mixed
OWF Other Waste Facility
NA Not Reportable (this will exclude a transaction from the mass balance report and levy return report)

Waste Material Type

The Waste Material Type is used to define the material composition of both inbound and outbound waste movements. The full list of material types available can be found the TAS Data Recording guidelines here.

Source and Destination Codes

The Source and Destination codes are used to identify where waste material has come from or where it is going to. This lists are the same and contain all licensed waste facilities plus additional codes for when the waste is not being tracked into or out of a waste facility.

Excluded Waste

Any facility that needs to report on excluded waste categories can you any of the following against a specific product to ensure its reported as excluded waste. This category is define using Levy Exemption events and the data pack provides the following levy exemption events:AB

Weight Estimation  

Weight Estimation is required where a waste movement is now weighed and requires the setup of the vehicle type against the vehicle and the density against the product.

The density codes available are as following and should be applied to the products using Table 2 - Standard Waste Density Chart in TAS Data Recording guidelines here.

Landfills with a Transfer Station

If your site includes a transfer station that is not part of the Landfills EPA license, you should ensure that your location tree in Mandalay separates the Landfill from the Transfer Station locations.

Any location that is not part of the landfill license should have the Source and Destination codes set to transfer stations code. This will ensure any inbound transactions are reported against the correct facility and any internal movements from the transfer station to the landfill are reported as waste movements for each facility.

Excluding a transaction from a report

In some cases you may want to exclude a transactions from the Levy Return report. If this is required the NA Waste Material Type should be used. This will only affect the summary reports so they will still be included in any detailed audit reports.
